How do I organize photos on an Android phone?

Your photos exist in two systems at the same time: real folders on storage, and albums inside a gallery app. Most confusion about organising Android photos comes from editing one and expecting the other to change.
The folders, and what puts things in them
Android's developer documentation names the folders the system indexes: images, "including photographs and screenshots", are "stored in the DCIM/ and Pictures/ directories", and downloaded files are "stored in the Download/ directory" (Access media files from shared storage, read 23 September 2026). In practice that gives you three kinds of folder:
DCIM— which Android's reference calls "the traditional location for pictures and videos when mounting the device as a camera" (Environment — Android Developers, read 23 September 2026): the pictures you took.- Screenshots — Android's help sends you to them through Google Photos: "At the bottom, tap Collections", then "On this device", then "Screenshots" (Take a screenshot or record your screen on your Android device, read 23 September 2026). - Downloads and chat-app folders — media that arrived rather than media you made. The WhatsApp case.
The same page explains why received pictures sit beside your own: "The system automatically scans an external storage volume and adds media files" to its image collection, so a picture saved into one of those folders is indexed whether you took it or someone sent it.
Albums are a layer on top, not a move
Google Photos documents the album side from the other direction — what an album cannot take with it. Deleting one leaves its contents alone: "Photos and videos in the album will still be in your Google Photos library unless you delete them from the main "Photos" section", and the same holds for items you remove from an album (Create & edit photo albums, read 23 September 2026). That page does not describe albums in terms of files or folders at all. Folder work is the opposite case: moving a file changes where it actually sits on storage. Decide which of the two you are doing before you start.
A structure that survives
Leave camera output in the folder the camera wrote it to. Do the arranging in albums, which you can delete without losing a picture. Reserve folder moves for the bulk you want out of the gallery entirely: received chat media, downloaded images, memes. That split keeps the gallery about your life and the file system about storage.
